The metadata for portage has the following:

<upstream>
  <bugs-to>mailto:dev-portage@gentoo.org</bugs-to>
  <changelog>https://gitweb.gentoo.org/proj/portage.git/plain/RELEASE-NOTES</changelog>
  <doc>https://wiki.gentoo.org/wiki/Handbook:AMD64/Working/Portage</doc>
</upstream>

According to GLEP 46[1]:
"name should contain a block of text with upstream's name, is mandatory and can only appear once."

So in short, there should be a <name> subtag for <upstream>.

I misread the GLEP. Maintainer must have a name, not upstream. Sorry about that.
