Is this still happening with 3.20.6? In that case, please report this directly to upstream -> bugzilla.gnome.org
The test is still failing with gtk+-3.20.6, but with different messages (not localization related). Now it also fails with LANGUAGE=en. Are you interested in a build log?

Well, as you see in upstream report, they simply don't care about failing tests and they know they are failing even when releasing the tarballs :S they are restricted now
