Doing emerge -u world upgrades transcode 0.6.11 to 0.6.12-r1.  A successive emerge -u world will downgrade 0.6.12-r1 to 0.6.11, without any additional packages being installed.

Reproducible: Always
Steps to Reproduce:
1. emerge -u world
2. emerge -u world
3. emerge -u world

Actual Results:  
transcode successfully emerges each time, but each subsequent emerge will revert 
to the previous verision.  0.6.11 -> 0.6.12-r1 -> 0.6.11, etc.

Expected Results:  
Install 0.6.12-r1, and leave installed.
