Noticed this a few days ago, too and I have to say it is hard to find the Guidelines, if you don't know, that the link is hidden behind this stupid javascript popup - especially when you don't have javascript enabled for some reason. It would be far better, if the Guidelines would be linked directly on the front page. Linking http://www.gentoo.org/doc/en/ebuild-mistakes.xml wouldn't harm, too.
Agreed. Except instead of that URL, maybe http://www.gentoo.org/proj/en/devrel/handbook/handbook.xml?part=2&chap=3 should be used, since it's newer. Maybe there shouldn't be two version of the same document in place?
I created a new bug (bug 58651) yesterday to address some lack of documentation on our website for how to submit bugs on our system. This doc would be similar to the ebuild doc where it would show examples of what to do, and what not to do. Perhaps if this happens we could use this doc at that location to help users adding new bugs. I do know there is a bug entry help system, which may need to be tweaked some more, but this would be a separate doc to keep in xml form.
*bump* This bug is often mentioned in #gentoo-bugs where users are often asking about 'the correct' way to fill out bug reports.

The link on the "enger bug" page is broken, too. http://bugs.gentoo.org/enter_bug.cgi?product=Gentoo%20Linux, for example. It'd sure be nice if the guidelines on the bug submission page were actually guidelines...
Nice registration of messages; nothing solved though; great example of useless bureaucracy induced by IT. Anybody an isea what this is about?
It's 30th of March 2005. Bug is still open and the file at URL http://bugs.gentoo.org/bugwritinghelp.html still does not exist! (a.k.a. "404 Not Found")
Please read the Bug Writing Guidelines, as all of the information contained within is _v_e_r_y__i_m_p_o_r_t_a_n_t_, and should be heeded.
Pretty useless javascript popup it is then. <irony mode="off"/>
I just copied the file from default installation directory. Not sure how this file got misplaced, but its there now! Sorry it took so long.
