libcdio and vcdimager are constantly upgraded/downgraded between two versions of the programs no matter how much time has passed since the last emerge -uDv world (I sync nightly).

Reproducible: Always
Steps to Reproduce:
1. emerge vcdimager libcdio
2. emerge -puDv world
3. emerge "=media-video/vcdimager-0.7.20" "=dev-libs/libcdio-0.64"
Actual Results:  
even after following the suggestions of emerge on whether to downgrade or
upgrade it would ask me to do the opposite the next time I checked to see what
needed to be updated.

Expected Results:  
I either upgrade or downgrade w/o emerge telling me to constantly switch between
the two.

Not sure if this will be helpful, but this is the most current world file as of

Is this still existant?  I do recall fixing some previous world downgrading
issues.  If not, please attach the result of:

`emerge -uDp --tree world`

and I'll see what's up.

The same root cause.. If anybody cares to reopen and hack this symptom out of the way for the time being, please feel free.
