The rsync mirror is off-line, and according to rumours is not going to get back
up again. It should be removed.

Additionally, we should periodically check our rsync mirrors to see that they
are up, and remove them if not. This may be scriptable.

Additionally, we should have a no-nonsense page that listed all official rsync
mirrors; currently the mirrors list on our front-page only lists ftp mirrors.
