A bug is in xmlto rather than xdg-utils. Attached here a rev bump to ebuild and a diff, which workarounds a bug in xmlto. Update to 0.0.28-r1 allows xdg-utils-1.1.1 compile fine.
These are some weird deps. It seems like xmlto should really RDEPEND on this rather than xdg-utils. || ( www-client/links www-client/lynx virtual/w3m ) Also, I have no idea why xmlto stores the full path to the binaries.

Here is what I would propose: In xmlto-0.0.26-r1, add the following to RDEPEND: || ( virtual/w3m www-client/lynx www-client/links ) In xmlto-0.0.28-r1, add the following to RDEPEND: || ( virtual/w3m www-client/lynx www-client/elinks ) Each of these match upstream's preferred priority for which program to use when converting HTML to text. We would also remove this from xdg-utils: DEPEND="|| ( www-client/links www-client/lynx virtual/w3m )" Does that make sense?

During the routine update I just found out, that >xmlto-0.0.26 became hardly dependent on a web-browser. And as far as I understand from comments here, it was added as a resolution of this bug. But I don't really see the motivation behind it. On my server I use webapp-config which depends on xmlto and thus by this change become dependent on a web-browser. Why would I need a web-browser on my server in order to install web-apps? In the changelog https://fedorahosted.org/xmlto/browser/NEWS I can see "links detection changed to elinks" for xmlto-0.0.28, suggesting that this detection was there in previous versions, but webapp-config with xmlto-0.0.26 works just fine for me without any web browser installed. May be it is possible to introduce some USE-flag(s) for webapp-config and/or xmlto in order to make such a dependency optional?

Because xdg-utils does not directly depend on it. It depends on xmlto being able to convert XML to text. xmlto requires a web browser to do so, and it requires a different web browser depending on its version: xmlto-0.0.26 wants www-client/links whereas xmlto-0.0.28 wants www-client/elinks. I partially explained this already in comment 7 and comment 9.
