When compiling gnome-base/gail-1.6.6 I get the same error I described in the bugs #54888 and #56323 . It seems like that many gnome applications need external files for their docs latterly.

Reproducible: Always
Steps to Reproduce:
1. emerge gnome-base/gail-1.6.6

Actual Results:  
Compile fails since the file cannot be downloaded (even with internet connected).

Expected Results:  
Should compile and not need external files.
