Got past this by dropping python_3.4 from PYTHON_TARGETS in  make.conf.

Not an actual fix, but may help fellow users to move on with whatever they are doing.

You probably have some broken requirements.txt file that has setuptools_ext listed. Drop by #gentoo-python if you want to troubleshoot it.
