As it can be quickly checked in the the portage tree, or https://packages.gentoo.org/, the Changelogs have lately stopped to get updated. The packages themselves do get updated but these updates are not reflected in the Changelog files. The last changes I saw were from August 8, 2015.

For example, the latest version of firefox-bin got stabilized on August 7, and it was version 38.1.1 according to the Changelog, but this version has already been removed, and two newer versions are already in the stable state (38.2.0 & 38.2.1), but these are not mentioned in the Changelog at all.
