It looks like it's able to use inotify directly without needing to rely on old gamin/fam for that. That is the way chosen by Debian as I saw in their changelog:
http://metadata.ftp-master.debian.org/changelogs/main/k/kcoreaddons/unstable_changelog

(search for "fam")

Adding the mask to default/linux/package.use.mask should be enough then
