* slightly improve UDP tracker performance

* add missing port mapping functions to python binding
* fix bound-checking issue in bdecoder
* expose missing dht_settings fields to python
* add function to query the DHT settings
* fix bug in 'dont_count_slow_torrents' feature, which would start too many
  torrents

Not sure if this should be a security bug with the first change [1].. maintainer should investigate

This version is now required by qBittorrent 3.2.2 and newer. The portage version is not good enough.

So to get qBittorrent updates in the tree, this needs to be updated.
