 * It seems like perl-cleaner had to rebuild some packages.

 * If you have just updated your major Perl version (e.g. from 5.20.2 to 5.22.0),
 * and have run perl-cleaner _after_ that update, then this means most likely
 * that these packages are buggy. Please file a bug on http://bugs.gentoo.org/ and
 * report that perl-cleaner needed to reinstall the following list:

I don't use perl at all, it was a Perl upgrade from 5.20.2 to 5.22.  Probably there will be a flood of reports like this soon.

I'm using the latest GCC (5.2) so this not a good system for bug testing but in case there are others who have similar results, they can add to this bug report and there will be a place to collect them.  

Hopefully the fix is a simple update of those packages.

Reproducible: Always

Steps to Reproduce:
1.  Update perl.
2.  As advised, run perl-cleaner --all
3.  Profit!
Actual Results:  
It reinstalls a bunch of stuff for no seemingly obvious reason, especially if they haven't changed.

Expected Results:  
I'm not sure what the expected results should be.

Please run a depclean.

These are expected to be fixed up by a depclean:
- perl-core/ExtUtils-Manifest:0
- virtual/perl-ExtUtils-Manifest:0
- perl-core/CPAN-Meta:0
- virtual/perl-CPAN-Meta:0

Then redo an update world and see if portage tries to reinstall additional things, then check back.
