You forgot to mention which version(s) were affected and you tested to fail. (probably all)
You are right. app-portage/emerge-delta-webrsync-3.6.2 is the only version I tried. I may try unstable versions as time allows but the latest stable package is still not "ok" right now.
This was fixed in the same commit as bug 523494: https://gitweb.gentoo.org/proj/portage.git/commit/?id=779a9e686d89e31af43e33b1163b01aeff65d7ea As noted in bug 523494, comment #6, the fix was released in emerge-delta-webrsync-3.7.2.
