This is still broken with udev-init-scripts-29 and udev-220-r2.  Downgrading to udev-init-scripts-27 fixes it.  I can't ssh in due to no network and can't use the keyboard and mouse.  All I can do is Alt+SysReq+R to reboot.

It seems to be some kind of race condition.  If I switch to interactive mode and start each service manually it works fine.  I haven't changed any of the udev/udev-init-scripts configuration from the defaults and udev and udev-trigger are both in sysinit.
