Martin Gräßlin mentions [1], that KWin 5.3.1 needs 713c6b25dce2fc60184ddc7b618b0b1195ab9870 [2] in order to fix OpenGLES version detection. This affects Gentoo, when kde-plasma/kwin-5.3.1 is build with USE=gles2. I have tested the patch and is has the desired effect.
