Currently reading https://devmanual.gentoo.org/general-concepts/herds-and-projects/ won't give enough information to people about how to create and manage Projects (while it's enough for herds for instance). Even if quizzes has a tip pointing to "glep", I don't see much sense on people needing to google something like "projects gentoo glep" to find GLEP39 and then read it. From my point of view, either a link to GLEP39 should be shown in devmanual page or, at least, a summary about how to create and manage the projects should be pointed in devmanual too (probably the link to GLEP39 will be easier to do...)
