ebuild for plot-5.11.0-r1 with qt5 support

sci-libs/plplot supports qt4 but not qt5
The attached ebuild makes it build with -qt4 +qt5

Please don't use the subslot dependency operator on dev-qt/* packages. The behaviour is currently undefined but may be used for very specific purposes in the future.

Qt5 is considered experimental by upstream, so we will not support it in this version.
