While working on an unconfirmed bug (bug #54645) I found that I was unable to change the status of the bug to NEW, despite having the 'canconfirm' bit.

Reproducible: Always
Steps to Reproduce:
1. have the 'canconfirm' bit and try and confirm a bug
2.
3.

Actual Results:  
bug still remains UNCONFIRMED 

Expected Results:  
bug should have changed to NEW status

The bug listed had the status changed by kloeri, so he's making a new test bug for me to use as an example.

Probably got fixed in the new upgrade.

Anyhow having dev status and being able to change all, it's not
something I can test anymore :).
