It's an old version. There is no real point in stabilizing/keywording those plugins since no revdep needs them and the newer qca has them built-in (and keyworded :)). The mask is going to be gone along with the ebuild as soon as qca-2.1 is stabilized.

Considering that packages providing them weren't keyworded for a long time and nobody bothered asking for them...
