The RDEPEND on openrc should probably be restored until netifrc is updated to not rely on start-stop-daemon.

systemd is capable of killing any daemons via cgroups, so the pidfile handling in start-stop-daemon is unnecessary in that case.

Reopening this bug. If netifrc wants to support systemd, the dependency on start-stop-daemon needs to be removed.
