Every time env-update is run as the result of an emerge. Lines in profile.env seem to get randomly reordered, while very few of them have changed.
We use version control to monitor our configs, and these changes make it harder to track the actual changes to the files.

Reproducible: Always
Steps to Reproduce:
Examine the order of /etc/profile.env
Emerge a new or upgraded package
Examine the new order of /etc/profile.env
Actual Results:  
Lines have been reordered though little to none of the actual content of the 
file has changed. 

Expected Results:  
Lines should stay in a consistent order 

Portage version 2.0.50-r7

This appears to be a dupe of 44028.

Try portage-2.0.50-r8 (hit the mirrors a few hours ago), ought to change the behaviour.
