FontForge 2014-10 Stable is avaiable upstream and the latest version in portage is more than 2 years old; please update.

I withdraw my offer. Someone with a lot of free time has to figure out the new configure.ac with all the custom macros, switch variables, indirect switch variables... Also, figure out whether Python is required or optional since the initial checks are unconditional.

Note that the project was relicensed to GPL-3+. Also there're some Open Group 'All rights reserved' license-related issues. CC-ing licenses@ to the rescue.

From what I can tell, USE=cjk files are now in contrib and the HTML docs are included. The whole tarball is 120M.

These Open Group notices are found in fontforge/fvimportbdf.c and in two unrelated header files. The former is the pcf code originally written by Keith Packard, which is also found in X11.

According to http://cvs.savannah.gnu.org/viewvc/freetype/freetype2/src/pcf/pcfutil.c?r1=1.8&r2=1.9 and https://lists.gnu.org/archive/html/freetype-devel/2006-10/msg00048.html the code was put under an open-source permission notice at some point.

So most likely this should be fine. However, upstream should verify this and possibly update the permission notice.
