man-db build.log

Hello,

I tried to upgrade my gentoo (#emerge -uD world).
Ok. At the end emerge says me that I have preserved builds.
So I tried a #emerge @preserved-rebuild.
Emerge try to compile sys-apps/man-db-2.6.6 and fails.
When I watched the build log, I saw that in the compilation period,
po4a is not found.

I make an #emerge app-text/po4a, I tried again #emerge
@preserved-rebuild. It's ok.

When I watch the build.log file, I think that it's a build dependency but I am not experimented.

I saw this bug but I don't think that it's the same thing, is it wrong ?
https://bugs.gentoo.org/show_bug.cgi?id=451622

I attached the build log of man-db when po4a was not installed.

And there is my emerge --info.

#emerge --info
