dev-libs/libpwquality-1.2.3  build only with env MAKEOPTS="-j1" when in /etc/portage/env/dev-libs/libpwquality  file is string '  MAKEOPTS="-j1" '.

Reproducible: Always

Steps to Reproduce:
1. Compile dev-libs/libpwquality-1.2.3 with -j4
2. Have error
3. Compile dev-libs/libpwquality-1.2.3 with -j1
4. Build ok

Ok, but bug is not fixed in a year, and gentoo maintainers, as I see, can't put one file ( /etc/portage/env/dev-libs/libpwquality  file with string '  MAKEOPTS="-j1" ' ). Or gentoo policy be treated as "no buid-in workarounds, it be cool to have non-worked ebuilds. NIH, NIH, NIH!"?
