PHP team has started the deprecation of php 5.3.

Please update this package to a newer target.
php5-4 is the minimum, php5-5 is recommended.

Multiples are preferred if possible.

Split dev-php/ming-php into its own ebuild and removed building the php extension from media-libs/ming.

This was necessary as the extension needed to have libming built ahead of time and did not fit in well with the multiple PHP_TARGETS build system.
