HOMEPAGE should not be set to gentoo.org if there's none existing.

I suggest using http://sourceforge.net/p/libusb/mailman/message/4814751/

why not? that's exactly what eg. Debian is doing with their 'QA' page thing
i'd use http://packages.gentoo.org/

Just ask yourself if it is helpful for any user if the HOMEPAGE is set to gentoo.org? 

This might be okay for gentoo-hosted projects (even then you should link to a project homepage or git repository or whatever), but it might harm Gentoo's reputation being connected to dead projects.

You can also create and use:

https://wiki.gentoo.org/wiki/Logitech-applet

If this is too much effort, we should probably create something like

https://wiki.gentoo.org/wiki/DEAD_HOMEPAGE  and explain users that there's no homepage available.

It's a default. A random message on a random mailing list is not going to fix this . gentoo.org has since forever been the default URI for cases where no homepage is available. You can go and document that.

Oh, we have a thing for that now? Neat. We'd still want a devmanual update, I guess.
