Actually, tellico has a hard dependency on semantic-desktop

$(add_kdebase_dep kdelibs 'semantic-desktop(+)')

Reproducible: Always

Steps to Reproduce:
1.Set USE="-semantic-desktop"
2.Emerge tellico
3.
Actual Results:  
semantic desktop is forced

Expected Results:  
No semantic desktop
