GOAL DEFINITION for duplicate bug postings.

Enable highly advanced dependency specification via added syntax for
*DEPEND atoms.

* Multi-slot per version
* Dependence on specific package slots.
* Use Flag dependencies
* Multi-level categories

Target syntax:  category/package-version-revision:slot[useFlagsList]
