When setting up a new system from stage 3 emerging mkvtoolnix failed because rubygems wasn't installed yet. After manually installing rubygems (emerge -1 rubygems) mkvtoolnix was building just fine and a little later some other package pulled in rubygems which is probably why no one else ran into that bug.
Looks like a duplicate of bug 509220. Same problem here meanwhile. *** This bug has been marked as a duplicate of bug 509220 ***
