This allows for users to put firmwares in for hotplug for devices that need them.

Catalyst? How about I do it on my CDs, and leave it up to you to do "officially"

echo "tmpfs     /usr/lib/hotplug/firmware   tmpfs   defaults    0 0" >> /etc/fstab

that should do it, right? if it does, then it is fixed in CVS ;)
