sys-libs/glibc-2.19 does not appear to be installing info files.
seems to work fine for me please post `emerge --info` for all of your bug reports, as well as attach full build logs. brief/vague reports like this are not useful at all.

This message was in the log of the builds that failed to produce the info files: configure: WARNING: *** These auxiliary programs are missing or incompatible versions: makeinfo *** some features will be disabled. *** Check the INSTALL file for required versions. So it seems the problem is the newer version of texinfo.
glibc-2.19 should work fine with texinfo-5.x. my log: checking for makeinfo... makeinfo checking version of makeinfo... 5.2, ok you should attach the config.log to the report.
I went back to sys-apps/texinfo-5.2 and rebuilt sys-libs/glibc-2.19 and this time I *did* get info files. Looks like rebuilding texinfo fixed the problem, unfortunately I deleted the build directory so config.log can't be attached, sorry about that.
