New ebuild

Hi,

please bump dev-libs/librelp to the current version (v1.2.7). The new version is required for >=app-admin/rsyslog-7.6.x.

I created a new ebuild with the following changes:

- Added support for static-libs (fixes bug 475012)
- Removes "*.la" files
- Added "ssl" USE flag to make gnutls dependency optional
- Dependencies updated

Feel free to use it.
