The ebuild for x11-libs/libva-intel-driver-1.3.0 does not depend on x11-libs/libva-1.3.0 to build, and fails during config.

Reproducible: Always

Steps to Reproduce:
1. unmask x11-libs/libva-intel-driver-1.3.0
2. emerge -av1 libva-intel-driver
Actual Results:  
compile fails during configure step for missing libva ver 1.3

Expected Results:  
it should depend on libva-1.3.0

here's the failure lines:
configure: error: Package requirements (libva >= 0.35) were not met:

Requested 'libva >= 0.35' but version of libva is 0.34.0

keywording libva-1.3.0 fixes the problem
