create ebuilds for:

gkeys pkg:  a user/server installed and run application and library

gkey-ldap:  server installed and run applcation for generating the developer seed file and creation of a the binary developer keyrings.

Reproducible: Always

Initial setup.py files have been created for gkeys, gkeyldap, gkeygen.

Needed is a symlink creation for setup.py to point to the correct setup.py.
That way all 3 pkgs can live in the gentoo-keys repo (desired) and still be individually releasable.

* app-crypt/gentoo-keys (keyrings)
* app-crypt/gkeys (management tool)
* app-crypt/gkeys-gent (glep63-aware tool to create openPGP keys)
