We need to add binary keyring support.

1) Initial install via ebuild
2) check api.gentoo.org for updates
3) download the updates, verify and update the keyrings
4) make a cron job for the above

Binary keyring support has been added and a script that manages auto-updates binary keyring auto-updates has been created.
