simply not true, see:
and alsa-lib-22.214.171.124 is stable on amd64, which is newer than 1.0.27-r2 the alsa-utils ebuild depends
Then this's a portage bug.

I'll updated portage and see.
updating did not help.
RepoMan as well as manual checking see this as a satisfied dependency.
It could be that your Portage tree has broken permissions (thus disallowing rsync to update some files) and/or you have synced a broken mirror (out of date files).
