I guess, it is issue in build system. At the end of configuration, in list of enabled plugins, several plugins are seen disabled. Moreover, there is no even cmake option to enable/disable them, as for most other plugins. Found lock. They suppose they are not ported yet and are disabled in CMakeLists.txt from plugins dir. Very strange - i have them working in ubuntu with compiz 0.9.8-1+bzr3318 (origin - Compiz Staging ppa), including plugins of same version.
Ebuilds in desktop-effects overlay lacks some dependencies and contains automagic - that's why some plugins are disabled if such automagic deps can not be found installed on your system.
Hm... i looked harder into bzr history and found, that it is made in repo itself - in bzr revision 3320 and still are disabled (in head of branch 0.9.11). I tried to build them, removing lock, but all of them failed to build. So it seems to be needed in repo itself.
The overlay is being disabled wrt #625712.
