I had postgresql 9.1 and 9.3 installed. unmerging 9.3 fixed this and pgtap installed.
I 've got only postgresql 9.3 on the machine. I tried again, the same error. So it isn't a problem with parallel installed postgresql versions, but a problem with 9.3.
