Without plasma-runtime installed, KTouch only shows an empty window (since the qml files depend on org.kde.plasma.core and org.kde.plasma.components).  With plasma-runtime the program is usable, but it the GUI widgets are completely unstyled (e.g. text boxes have no border, radio buttons are invisible, et cetera).  Some dialog windows are completely empty.  I'll attach a couple screenshots.

Thanks for reporting. This is fixed for 4.11.2 and later. Please sync in some hours to get the changes.
