The attached unit file loads saved ipset rules on start, and saves them on stop. Achieves the same functionality as /etc/init.d/ipset except it will successfully start if there are no saved rules instead of throwing an error. Reproducible: Always

Why the need of startpre and stoppost stuff? I have looked at Fedora and Arch and they don't need it at all
