Manualy adding new packages to /var/cache/edb/world and then running emerge world
results in the following information:

*** Package in world file is not installed: xxxx/xxxx

It should install all the missing packages on "emerge world" instead of writing
that information.

It's a great feature when you install a new box and want to copy over the
world file of a different installation to get the same tools installed.
