trying to emerge dev-libs/folks-0.9.3, I'm getting this error:

but according to use flags, vala should not be used:

so vala_src_prepare is not called, but for some reason configure search for vala compiler (and does not find it even if present, for valac naming convention issue, IIRC.)

same as #471368:

This change now causes the following problem: gnome-extra/gnome-contacts-3.8.3 depends on dev-libs/folks[vala], but dev-libs/folks doesn't have the vala USE flag anymore.
