ExtUtils-XSBuilder is a dependency for the dev-perl/libapreq-2.0 ebuild which can be found at: http://bugs.gentoo.org/show_bug.cgi?id=35406 .

Reproducible: Always
Steps to Reproduce:
1. emerge ExtUtils-XSBuilder
Actual Results:  
No masked or unmasked ebuilds to satisfy "ExtUtils-XSBuilder."

Expected Results:  
ExtUtils-XSBuilder should be installed.

This is a perl module, so it should go in dev-perl.
