This seems unsafe and can lead to unexpected behavior where e.g. /dev/shm is used by another init script during shutdown.

This happened with www-misc/profile-sync-daemon. Although "after swapfiles" fixes the problem it it does not make sense per se and such bugs might even go unnoticed.

This is fixed in commit e942e88 and will be included in OpenRc-0.12.
