app-editors/emacs and virtual/emacs are keyworded for ~mips, so the emacs USE flag shouldn't be masked in profiles/arch/mips/use.mask.

I don't use emacs, so I've never tested it myself. Maybe you or Markos do and can test it? I don't think we have any reason to believe that they don't, so we should probably unmask the USE flag until something changes.
Last activity that I see was addition of ~mips to app-editors/emacs-23.3 in bug 234095.
I tested on the lemote yeelong. Its fine so I unmasked it.
