Since sys-auth/pambase-20120417-r2 is out, sshd (with default configuration) do not issue the "last login" banner anymore when using PAM because pam_lastlog is now "silent" in system-login (because of bug #468576).

If you look at /etc/pam.d/login, it has been modified to enable the last login banner when login.
It would be nice to do the same thing to /etc/pam.d/sshd provided by openssh to restore the last login banner at ssh login:

There is no problem with openssh[-pam]: in such case, the las login banner is issued by PrintLastLog sshd directive and not by pam. (in the default configuration)

up to the pam guys.  we disabled it before because the pam core was showing it which meant sshd ended up showing it twice.
