Have you thought about a repoman check for the ending dot in DESC (of course only if a strict enforcement is wanted)?

I failed to read another reason for this than "...to have a unified behaviour all over the tree."

- Is there another one ?
- Is this bug for information only and to be considered for future ebuilds or should I understand that all existing ebuilds must be modified to fulfill this requirement ?

Description is a sentence. How can it not be? So the bug title is misleading i believe.
I believe is a bit too much to document the "dot" thing in the devmanual. If you want to enforce a unified DESCRIPTION in the tree, you should make it a repoman check instead.
