A USE flag classified as "offensive" will allow end-users to filter out offensive content that may be built with some programs, such as XScreensaver.   This thread summarizes the issue:  http://forums.gentoo.org/viewtopic.php?p=999072

This is currently a local USE flag for gaim-smileys and fortune-mod. It would probably be worthwhile to make it global.

I've moved this flag to now be global. A separate bug should be filed to liquidx for the xscreensaver issue.
