shorewall 4.5.8.2-r1 will fail at starting with : 

 shorewall start
Compiling...
   ERROR: Can't find ipset executable

 this is a known upstream bug as seen on : 
ftp://ftp.shorewall.net/pub/shorewall/4.5/shorewall-4.5.9/known_problems.txt

after keywording : 

=net-firewall/shorewall-4.5.11.2 ~x86
=net-firewall/shorewall-core-4.5.11.2 ~x86

and upgrading to 4.5.11.2

everything is ok, shorewall will start

just a FYI, I now upgraded shorewall on 10 different servers, and had this same problem ( and same keywording solution ) on _all_ the servers, I wish I could confirm the bug myself since its a known upstream problem ( ftp://ftp.shorewall.net/pub/shorewall/4.5/shorewall-4.5.9/known_problems.txt )
